It is unknown how the wild, ferociuos tribe of Kha-Rudim had aquired such an artifact. The Throne is said to be carved from burning wood, quenched in the waters of the Afterlife Sea, adorned by the inlays of soaring-whale bone. This is, perhaps, the reason, why it had come through ages and epochs untarnished by time, bearing only the gentle patina as a hint of its antiquity, while castles and palaces crumbled around it.
Yet the people of Kha-Rudim have probably the simplest form of democracy: Want to be a Khan? Go ahead - sit on the throne.
The only catch is, that it's always occupied. By someone who wouldn't give up his rule quite so readily. Because, well.. He had to go through the very same process before you.
